As everyone knows, just getting by these days is challenging. Many people have been laid off and in an effort to make ends meet, have taken low-paying minimum wage jobs. Did you know that there is a provision in the minimum wage law that allows employers to pay workers even less than minimum wage?
According to the law, employers can pay less than the federal minimum wage if a worker has a disability that limits their productivity. Critics claim this is immoral while employers say they have to cut overhead wherever they can. In Ohio, statistics show there are almost 15,000 disabled workers - the actual number is most likely considerably higher. The Columbus Dispatch newspaper, through a two-part series, reported that wage information in Ohio is only available in 18 of Ohio's 88 counties. They found that more than 80 percent of the low wage workforce earned an hourly wage of $3.70 or less. About 35 percent of this group, 5,200 workers, made less than $1 per hour. Compare these numbers to the federal minimum wage of $7.25 per hour. In Ohio, there are are large number of disabled persons who are employed and receiving benefits from their respective counties. Most of these low-wage earners are employed in workshops that bid on government agency jobs and perform contract work for private companies. Government officials say their budgets cannot support higher wages simply because the revenue generated by these contracts is not sufficient. With the economy in recession, contract work, which the workshops need, has decreased significantly. Advocates for the disabled believe more can be done to ensure these workers make a livable wage. They contend employers need to be convinced that disabled workers have marketable skills and should be paid a decent wage. A significant part of the challenge will be knocking down stereotypes about the physically and mentally challenged that have persisted for years.
