No matter which side of the political fence you reside, everyone has an opinion about the green movement. Politicians liberally sprinkle the words into every speech and presentation as they point toward job creation, lower energy costs and limited greenhouse gas emissions as benefits of going green.
In New York, a Green Jobs/Green New York bill, approved in 2009, has been waiting on the approval of another piece of legislation before implementation. The Green Jobs/Green New York legislation is the state's energy efficiency program and, if enacted, will retrofit over one million homes and businesses with current green energy standards. Politicians swoon over the program saying it will create more than 100,000 jobs and in some cases are hedging their re-election efforts around the green jobs movement. In case you are not familiar with Green Jobs/Green New York, the program allows homeowners 15 years to pay back the cost of retrofitting their home. A subsequent piece of legislation, "on-bill recovery", will allow homeowners to repay the cost of retrofit on their monthly utility bill. There would be no upfront costs and the monthly payment would be less than the amount of energy savings. If this is indeed accurate, homeowners would see an immediate savings. "On-bill recovery" would allow the state to raise over $5 billion in third-party capital. Without this critical piece of legislation, the state would not be able to raise capital for the retrofits. Politicians and green activists point toward on-bill recovery as the integral component to creating thousands of jobs and helping many small businesses. Without on-bill recovery the likely number of energy retrofits would drop from over 1 million to only a few thousand. Those taking advantage would be wealthy homeowners with the financial ability to pay for their upgrades. It remains to be seen if on-bill recovery will pass the legislature. Without it, the Green Jobs/Green New York program is all but dead. With it, however, many questions remain about the viability of the program.
