It is no secret that Nevada needs jobs. The economic turmoil and housing collapse have given Nevada the dubious distinction of being one of the worst states in the country. Politicians, including Senator Harry Reid of Nevada, talk about jobs, jobs, jobs and the need to "save or create" more of them. In Nevada, however, some jobs actually cost more than they are worth.
A case in point is Sempra Energy. News came to light recently that the California firm took $12 million in state tax breaks and created only five permanent jobs at their Copper Mountain Solar project. In true political bravado, Governor Brian Sandoval defended the project by saying, "every job is a great job". The Boulder City project aims to be the largest photovoltaic plant in the United States. During construction, it did create 350 temporary jobs, 262 to local workers. Now that the project is completed, there are only five permanent workers. Sempra Energy defends the green project by saying the state will receive $27 million over the life of the project on top of $60 million in lease payments to Boulder City who owns the land the project was built on. It seems utility companies, particularly those that speak the new green lingo convincingly, can pretty much get their way with this type of project. By focusing all conversation on renewable energy as a solution to Nevada's problems, governments are all too eager to advance large sums of money on green projects and development. But is it government's role to help the development of green industry? The bottom line tells the tale at least where projects like Copper Mountain Solar are concerned. They demonstrate minimal short-term payback and even fewer jobs created. A state oversight agency has apparently addressed these issues through a series of checks and balances. It is interesting to note, however, the agency charged with oversight is now slated close. Governmental transparency at its best.
