Here's an ironic turn of events: the Mississippi Department of Employment Security (MDES), the people that help Mississippians find jobs, will lay off 74 positions. The layoffs are the result of a $6 million budget shortfall and will mean 40 full-time and 34 temporary positions will be terminated.

Even stranger: there are currently over 30 open positions within MDES and any employee recently terminated is encouraged to apply. Overall, the MDES employs over 700 people and has a budget for salaries and operations of about $46 million per year. Like many other governments and private businesses, MDES is making changes to meet their annual budget.

MDES has stated publicly that they are going to extremes to make sure services to the public are not affected. At this point no office is being closed anywhere in the state. People can still come to an office near their home and access all services available to job seekers. Employers are encouraged to post any job openings in a timely manner.

So, what gives here? A substantial portion of the budget shortfall followed a reduction in funding from the Workforce Investment Act. The majority of the temporary positions at MDES were short-term positions that were funded by grant money. That source of funds is no longer available.

Temporary funding came from sources such as the Hurricane Katrina recovery as well as the American Recovery and Reinvestment Act. A few of the positions that were eliminated happened as a result of voluntary retirement. Some of the positions lost through retirement will not be filled.

Government agencies, much like private businesses, have had to tighten their belts the past few years. Taking into consideration natural disasters such as Hurricane Katrina that tapped considerable government funds, MDES has done everything it can do to reduce expenses. To date, the agency has cut almost $7 million, but still can't resurrect all the lost positions.
